The Office of Fair Trading (OFT) is set to release its second report on the employers' liability (EL) and the after-the-event (ATE) markets this week.

The OFT launched the follow-on review in December last year. The aim was to assess the impact that insurer initiatives had had on the market, and whether any business sectors in particular are struggling to gain cover, following the EL crisis in 2002/03.

The second review will also assess the ATE market for the first time. The OFT said it would look at whether ATE premiums were contributing to the rise in liability insurance costs.
