Previously he was chairman and chief executive officer for Aon Group Limited and chairman of Aon UK Holdings. On 1 January 2000, he was also appointed a member of the Aon Group executive committee and deputy chairman of the Aon International executive committee.

Mahoney began his insurance career in 1969 when he joined the North American division of Price Forbes & Co. He was appointed to the board of Sedgwick in 1982 and two years later joined Alexander Howden Group as chairman.
