The Department of Trade and Industry (DTI) has presented a petition in the High Court to wind up Chafford Insurance Consultants Limited.
This follows investigations by the DTI's Companies Investigations Branch.
On the application, the Court appointed the official receiver as provisional liquidator of the company pending hearing of the petition on 6 October.
Chafford, which was incorporated in October 2001 as a UK general insurance consultancy, had a range of commercial and household clients, and had been building up a sizeable book of public liability cover, particularly in relation to scaffolding companies.
The DTI said inquiries revealed that not all premiums collected from clients had been passed to the relevant insurers.
