The English Cricket Board has told InsuranceTimes.co.uk it faces "unlimited liability" if England is forced to pull out of its game against Zimbabwe in the World Cup next month.
ECB spokesman Andrew Walpole said: "We face unlimited liability. We have a team agreement with the game's governing body (ICC) and if the England team pulls out of the game we will be in breach of contract.
"We would not be covered at all in this event. This is why we are talking to the government to try and gain support."
A final decision on the England team's involvement will be made at an emergency ECB meeting next Tuesday.
