ACE Tempest Re Europe has appointed Eric Gutierrez as European treaty underwriter in its newly opened underwriting division in Dublin.

Gutierrez joins ACE Tempest Re with more than 11 years' experience in the international treaty business both as a reinsurance underwriter and as a reinsurance broker.

Previously, he was a senior treaty underwriter for Le Mans Re's in Miami, US and also worked for Intermediaires Associes en Reassurance/Groupe Walbaum as senior reinsurance broker for Southern Europe.

Deacon Insurance Services
Deacon Insurance Services has appointed Paul Sampson to the newly created role of technical manager.

Reporting to the technical director Tom Pejnovic, Sampson, previously with Folgate, will work to enhance technical competence throughout the Bournemouth-based company. He will also work on developing Deacon's binding authority partnerships.

Towry Law Insurance Brokers
Leigh Fitzgerald has been appointed as business insurance director of Towry Law's southern division. He was director of the commercial insurance division at Jardine Lloyd Thompson for five years, and has also worked for Aon.

Woodstock Insurance Brokers
Richard Graham joins Woodstock Insurance Brokers as special risks team manager. His primary role will be placing commercial and unusual risks and assisting with Woodstock's acquisition strategy. Graham was previously employed by Aston Scott, Chris Knott Insurance Consultants and Swinton.

O'Rourke Reid
O'Rourke Reid announces that Caroline Murphy, solicitor, has been admitted to the partnership. Graham Duggan, solicitor, has been appointed as senior associate.

Having qualified as a solicitor in Ireland, Murphy was admitted to the Roll of Solicitors in England & Wales and spent more than two years practising as a solicitor in London, where she specialised in defence litigation for insurance companies. She returned to O'Rourke Reid in Dublin in 1999.

Duggan began his training as a solicitor with a London law firm and completed his training in Ireland. He joined the O'Rourke Reid in 2000.

Beachcroft Wansbroughs
Beachcroft Wansbroughs has appointed reinsurance specialist Julian Miller as a partner in the firm's litigation division.

Miller, who is based in the firm's Eastcheap office, advises on all aspects of reinsurance, with particular expertise in coverage disputes. He joins the reinsurance team headed by Chris Wilkes, Peter Hirst and Wendy Hopkins.

Hugh James
Welsh legal practice Hugh James has appointed Hugh Price to the firm's insurance department as a partner.

Price is renowned in the insurance field as one of the UK's top insurance litigators. He has been recognised for his personal injury and professional negligence work for a number of years.

Price was a member of the group that drafted the Solicitors' Indemnity Fund pre-action protocol.

He joins Hugh James Solicitors after more than 30 years with Morgan Cole.

Alan Speyer has joined chartered loss adjuster Jackson & Associates as director responsible for business development. He will be based at the company's City office in Leadenhall Street.

He was formerly managing director of Pycraft & Arnold, which he guided in 1997 to an AIM flotation.

FWD
Ian Barrett has joined FWD Financial Services Marketing as a director and head of public relations practice.

He has eight years' experience and was a founding director of Loud&Clear Public Relations. He was also previously public relations manager of Crowe Insurance Group.

FSA
The FSA has appointed two new members to the financial services practitioner panel. They are Alan Ainsworth, deputy chairman of Threadneedle Investment Services and James Crosby, chief executive of HBOS.

They replace Barry Bateman, who retired from the panel on 30 September having been one of its founder members from 1998, and Ian Harley, who also retired from the panel earlier this year.

Ainsworth has been with Threadneedle Investment Services. from 1995 and deputy chairman since 1999.

Crosby joined Halifax Building Society in 1994 as managing director, Halifax Life. He became chief executive of Halifax at the start of 1999 and chief executive of HBOS in September 2001.

Jonathan Bloomer has been a member of the panel since February 2001. He has been group chief executive of Prudential since March 2000. He replaces David Challen as deputy chairman of the panel.

BDMA
The British Damage Management Association (BDMA) has awarded an honorary fellowship to Jeff Charlton of Restorex. Charlton was heavily involved in the foundation of the BDMA and was its first chairman following its launch in December 1999.

Goodhealth Worldwide
Linda Gerlach has joined Goodhealth Worldwide to head up the group's European underwriting division. She joins from Medicare International where she was head of customer services.
