Insurers have slammed FSA criticisms that they are not doing enough to warn secondary intermediaries of impending regulation, arguing that the onus should be on brokers

Royal & SunAlliance FSMA programme director Blyth Morris said that insurers dealt directly with larger secondary intermediaries and that it was brokers who had relationships with smaller intermediaries.

Biba regulation manager Steve White said it was still the insurer's problem as it was the risk carrier.
