The decision to give miners the option of fast tracking claims has been welcomed by Small Business Minister Nigel Griffiths.
In a High Court judgement, miners who have medical evidence of low levels of lung disease will be given access to the fast-track scheme.
This could create faster compensation payments for up to 160,000 miners.
It is expected that the ruling will free up specialist medical consultants to concentrate on assessing miners with higher levels of disability.
Griffiths said: "I believe this change to the scheme is essential in order to deliver compensation to miners."
