Rainfall totals for October were well below normal, revealed WeatherNet, a weather monitoring service for the insurance industry.
It said the three months from August to October averaged over England and Wales had been the driest such period since 1972.
It also found that the average temperature made it the coldest October since 1993.
WeatherNet found that Belfast, Guernsey, Leicester, Sunderland and Swansea all had sunshine levels which deviated by 100% or more from figures for an average October.
It also found that the same places deviated between 30% and 115% from the average rainfall in a typical October.
