Rehabilitation has been pushed up the political agenda in the run up to the election with the Prime Minister Tony Blair promising to get more people off incapacity benefit and into work.

Blair said there would be three "key elements" to plans for new claimants for incapacity benefit. He said there would be more support for claimants who engaged in rehabilitation.

According to the PM, more than one million people on incapacity benefit wanted to get back to work.

Proposed reforms of the incapacity benefit is expected to be outlined for MPs by the work and pensions secretary Alan Johnson today.

Included in the proposals are plans to have those seeking to make a claim first be tested by a government doctor.
