Biba has reinforced the need to drive out motor crime to save the public money.
The Road Safety Bill acts on the recommendations made by Biba in relation to road safety.
It will give police improved access to motor insurance data and number plate recognition to identify uninsured drivers.
Biba chief executive Eric Galbraith said uninsured drivers should be “regarded as a scourge of society”.
