Zurich Financial Services has called on the industry to establish a disease pool to support employers liability insurance.
Speaking at a conference on liability cover, Zurich's UK chief executive Geoff Riddell said a pool would encourage new capital into the market.
Riddell added that the government should separate insurance that covers lost earnings from accidents from policies that cover diseases.
