Guy Fawkes bonfire celebrations have been cancelled across the country because of hikes in insurance premiums.
Schools, charities and community associations have been hit by rises in insurance premiums. Some quotes for cover have increased by as much as £2000.
Bonfire organisers across the country had coped with rising premiums in recent years but the fallout from September 11 has fuelled prices further. The threat of firefighter strikes have also caused the problems to spiral.
Speaking in The Times, Guy Deeker, director of Pains Fireworks said: "It's the compensation culture that's done this. There are few insurers willing to take that risk."
The Cotswold Sailing Club said it paid £30 for PI cover last year, but was quoted £700 this year. Organiser Jon Vincent said: "It is a big disappointment. I was offered insurance for a bonfire, but not for fireworks."
A Zurich spokesman said cover could be arranged for most local groups for as little as £250.
The ABI confirmed that there was a problem providing cover for bonfire displays, but urged people to shop around.
