The FSA has banned Christopher Whiteley after it found that Whiteley Insurance Consultants (WIC) left thousands of consumers without appro-priate cover.

The ban, which prevents Whiteley from performing any function in relation to regulated activities, follows a High Court winding-up order made against WIC in June.

The FSA found that between November 2000 and April 2005, Whiteley, through WIC, had issued customers with travel insu-rance policies that were not underwritten by an authorised insurer.

The regulator has also issued a statement of misconduct in respect of his former business partner, Janice Whiteley, for not meeting the standards required in her position as an approved person at WIC.

The City watchdog has also banned ICM and its directors for failing to pass on client money to insurers. It found that Ian Ruff and

Jon Uglow Batchelor had used clients' premiums to run the business.
