The government has asked for all documents submitted to a European Commission inquiry on its regulation of Lloyd's to be kept secret, revealed a report.

Ministers said the information should be kept secret because of legal action against the government, said the report. This follows government claims that the action is out of time and has been brought by plaintiffs who have no right to sue.

The Commission has been investigating an alleged failure by the government to regulate Lloyd's properly. This follows the losses Lloyd's and its Names suffered from asbestos and pollution claims.

Conservative MEP Roy Perry, who has been pressing for an open inquiry, said: "With the regulation of Lloyd's, it is clear the government is engaged in a massive cover-up," concluded the report.
