Lloyd's is failing to win round regional brokers to the market, according to the managing director of Hill House Hammond.
Eric Galbraith was reported to have criticised Lloyd's for failing to allow non-Lloyd's brokers to complete transactions business with syndicates.
Under plans announced by Lloyd's two years ago regional brokers were to gain access to the market but only with a single syndicate.
Lloyd's had hoped its expertise and quality capacity would attract regional brokers, but the flood has failed to materialise.
Galbraith called on Lloyd's to extend access easier for brokers. He said: "We are currently looking at our relationships with Lloyd's brokers who place business on our behalf.
"We use brokers who have specific expertise but we are using several and it inevitably adds an additional layer of cost.
"I think the big issue was that Lloyd's announced it was opening up the market but did little to follow that through by getting the message out to the brokers on exactly how they went about it."
