Compulsory third-party insurance sought for invalid carriages
Mobility scooter owners may have to take driving tests and buy compulsory motor insurance and could face prosecution for careless or dangerous driving under new government proposals.
The Department for Transport has concerns over the risks posed by the 330,000 mobility scooters and electric wheelchairs currently in use.
Invalid carriages are limited to a 4mph on pavements and 8mph on the road. The government wants road-based vehicles to be larger.

The proposals include introducing compulsory third party motor insurance to certain categories of vehicles to give redress to pedestrians and motorists injured.
The government may also introduce training and tests to provide fitness to drive.
