A spate of high-profile drownings has underlined the need for more responsibility for water safety, according to the Royal Society for the Prevention of Accidents (RoSPA).
This year has seen a number of highly publicised incidents involving accidents on school trips, at activity centres and in swimming pools both public and private, said the RoSPA.
RoSPA water safety manager Peter Cornall said: "Questions are being raised about supervision and the safety measures being taken at all types of water. Unfortunately many water site operators are still confused about their responsibilities and do not even carry out risk assessments."
To discuss this issue, the RoSPA has organised a conference called Strategy for Success - Water Safety Solutions which will include experts from water recreation management, water sports, water safety education, water edge protection and from local authorities.
It will be held at the Plymouth Hoe Moathouse Hotel, Plymouth on September 30/October 1.
