World Trade Centre leaseholder Larry Silverstein has claimed New York City officials are undermining his effort to finalise an insurance settlement.

Silverstein complained in the New York Times that despite his legal obligation to rebuild the trade centre, he has been "shut out" of the planning process. He is also reported to have said his negotiations with the insurance companies for settlement had been hampered.

The newspaper reports that during a City Hall meeting last week, Silverstein objected to contact between the insurance companies and City Hall.

Silverstein allegedly believes that secret negotiations between City chief Daniel Doctoroff and Swiss Re America chairman Jacques Dubois, have attempted to scale down a possible insurance settlement.

However Doctoroff said on Friday: "I have met with Jacques, just as I've met with every party in this thing, to understand the issues."
