Eighty per cent of young drivers admit they are a danger to other road users, according to a Autoglass.
According to an Autoglass survey premiums are high for drivers aged 17 to 21 because they are twice as likely as other drivers to be involved in an accident resulting in a serious injury or fatality.
Insufficient training and lack of practice driving in hazardous conditions was blamed for the high-risk rate of young drivers.
Managing director of Autoglass, Nigel Doggett said: "Insurers have a duty of care to understand the issues facing their policy holders and we hope they will back young drivers in their call for the learn to drive system to include more experience in difficult situations."
