History: Highway is the eighth-largest UK motor insurer with gross annual premiums in the calendar year 2000 of £300m, representing more than 700,000 policies sold almost exclusively through intermediaries. Ockham will underwrite over 75% of Highway's premium income in 2001.
Highway specifically avoids the over-crowded and intensely competitive cut-rate family comprehensive market and the direct selling techniques favoured by most UK motor insurers. Instead, it specialises in selling cover through intermediaries for a wide range of other risks (such as young inexperienced drivers, older or high performance cars), usually referred to as non-standard.

Non-standard risks are harder to rate automatically and so can be less attractive to the largest insurers, many of whom have recently exited the market, presenting Highway with a number of opportunities to participate in the consolidation.

Highway consists of an insurance company (Highway Insurance Company Limited) and two Lloyd's syndicates (37 and 2037), which for the 2001 calendar year will underwrite over £300m of premium income.
