Leading actuaries have published a keynote paper to advise the industry on how to combat spiralling motor premiums for high-risk drivers.

A working party, comprised of members from both Scotland and England's Institute of Actuaries, has devised several ways to mediate the premium rises, particularly for drivers aged under 25.

These include:

  • limiting the scope of the cover, by allowing the young driver only to have one other person aged under 25 in the car at one time
  • limiting the cover by introducing a driving late curfew. So drivers would only be covered between say, 6am and 10pm
  • encouraging enhanced driving skills by offering discounts to those drivers who have participated in the Pass Plus scheme.


  • The 2025 Insurance Times Awards took place on the evening of Wednesday 3rd December in the iconic Great Room of London’s Grosvenor House.
