Mike Owen, managing director of commercial affinity, is believed to be heading for Bluefin.

Owen was highly-rated by Gallagher Heath and his arrival at Bluefin is a boost for the consolidator.

However, Gallagher has been successful at carrying out a number of high-profile swoops to bolster its own team.

Ex-Towergate affinity head Nigel Palmer is understood to be heading to Gallagher where former colleague and head of retail broking Dave Partington is expected to join.

Gallagher has been successful in poaching a number of staff from the consolidator, including Simon Read and Scott Banks, the respective heads of Towergate’s Commercial and Homeowners who joined in June.

The expansion of Gallagher into the retail market, with the acquisition of Heath earlier this year for £97m, has sparked London market style poachings in the retail market.

Elsewhere, Gallagher today played down talk of terminating the entire finance division at Swinton. A spokesman said a feasibility study was being carried out to decide where to best place international broker accounts.
