Specialist Lloyd's syndicate Ensign has poached Highway's non-standard motor team.
The five-man team is thought to be in the process of transferring across to the Lloyd's operation to develop its higher risk and value motor operation.
A Highway spokesman said: "Highway can confirm that five members of its specialist underwriting team are leaving the company.
"As part of ongoing plans to improve its performance and profitability in relation to specialist business, Highway has taken this opportunity to accelerate its review of underwriting operations and a more broker focused structure is currently being rolled out.
"Highway is committed fully to growing the specialist area of its business in conjunction with its broker partners, and is convinced that stronger underwriting results and enhanced broker service will be achieved through this fresh, more robust approach."
