Thomas Winter Insurance (TWI) is providing low cost insurance for low income tenants in England and Wales.
The contents insurance scheme for tenants on low and fixed incomes is now being made available through all local authorities and housing associations.
It was launched in Scotland over a year ago and 2000 tenants of Scottish Housing Associations have taken out contents cover.
The policies are underwritten by Royal & SunAlliance.
A TWI spokesman said: "For too long, those in social housing have been excluded from the insurance market. Our aim is to be able to offer affordable cover to all housing association and local authority tenants throughout the country."
