A convicted murderer has lodged a claim against Flintshire county council, alleging he suffered personal injury while in care at the notorious Bryn Estyn children's home.
Howard Hughes received a life sentence at Chester County Court for twice raping and then strangling seven-year-old Sophie Hook from Great Budworth, Cheshire.
Bryn Estyn is the children's home at the centre of 138 child abuse allegations.
Hughes' claim is believed to be for £50,000, although Zurich Municipal, who are handling the claim, refused to provide any details.
A Zurich spokesman said: "This will be managed in the same way as any other claim against the authority for allegations of child abuse."
