A Standard & Poor's survey has revealed that the majority of experts believe New York attorney general Eliot Spitzer's investigations will benefit the industry.
The ratings agency said of those surveyed 39% named increasing price competition as the most concerning issue of the moment.
A further 37% said they had fears about the stringent regulatory environment.
S&P's managing director Steve Dreyer said: "It's becoming apparent that the costs of fines and settlements will be manageable, so survey respondents are likely to be looking past the near-term impact.”
