The FSA has revealed Tiner will help with the campaign to ease restrictions for alien reinsurers when he attends the National Association of Insurance Commissioners (NAIC) meeting in San Diego.
European reinsurers are known to favour the removal of the rules which require foreign reinsurers to place 100% of their gross outstanding liabilities as collateral.
An FSA spokesman said: "The question of US trust funds will be on the agenda.
"Reinsurance trust funds is one point he will be wanting to discuss, as we see difficulties with the way the current system operates."
