A New York grand jury is investigating William Gilman, a former top executive of Marsh, and the role he played in the broker's bid-rigging and steering scandal, reports have said.

Gilman, formerly a managing director and executive director of marketing at Marsh's New York-based global broking unit, was one of a handful of employees named in New York attorney general Elliot Spitzer's original complaint against Marsh. He was among those suspended by the broker within days of the complaint filing and was later dismissed.

Spitzer charged that a system of soliciting false quotes and rigging bids was "strictly enforced by Marsh through William Gilman". His suit alleges that Gilman had, at one time, threatened to discontinue all of Marsh's business with AIG if the insurer refused to submit false quotes.

Spitzer's investigation has so far resulted in 16 guilty pleas to criminal charges – seven of those coming from former Marsh officials.
