The Irish Insurance Federation (IIF) has appointed Kevin Bonner to chair its motor insurance implementation committee.
He was previously Department of Enterprise, Trade and Employment secretary general.
The committee will oversee the IIF's work on the recommendations of the Motor Insurance Advisory Board (MIAB).
IIF chief executive Mike Kemp said it was important that the IIF was transparent in its implementation of the recommendations.
"An independent chairman would also challenge the market to consider issues from a different perspective," he said.
The motor insurance market must address 10 of the 60-plus MIAB recommendations.
