Uninsured drivers are fined an average of only £288, according to Auto Express.

By comparison, law-abiding motorists pay an average premium of £750, almost three times the price of the average fine.

In total, 89,878 offenders were convicted of uninsured driving in England and Wales in 2011.

The figures show that many courts handed down a penalty of under £300, even though the maximum fine is £5,000.
