The front page article (30 May, Insurance Times) sums up the problems all brokers are facing in the placement of employers' liability business. Has not the time come for all broker and their professional bodies to write to the trade and industry secretary for a declined cases agreement to be brought into the market for this class of insurance? I realise that such an agreement might harden the market further for new business, but it could help to alleviate the problem of securing cover for existing clients.
