The FSA's new chairman Callum McCarthy, who also joins the in September, said: "I am delighted that we have been able to appoint someone of John's calibre from a very strong field of internal and external candidates.
"He has wide experience dealing both with consumer issues in financial services, for which he has the most senior responsibility within the FSA, and with wholesale markets, both in the UK and globally.
"He combines this with the necessary leadership and management track record. I am very much looking forward to working with him."
Tiner added: "I am very pleased to have this opportunity to lead the FSA. It is a huge challenge and, given the dynamic and innovative nature of financial markets, I anticipate few dull moments."
