As of 1 October, the FSA said it had received 9,220 applications for authorisation in the general insurance sector.
The primary insurance market accounted for 5,049 applications for authorisation while secondary intermediaries accounted for 4,189.
The FSA said it had received 13,490 registrations for an application pack by 1 October.
Of these, the primary insurance market accounted for 6,510 while 6,980 came from the secondary market.
