The FSA's management will be reorganised to cope with the regulation of thousands of mortgage and general insurance firms.

FSA chief executive John Tiner said that the restructuring would reflect the shift in emphasis from policy development to implementation.

From April 2004 the new structure will see the creation of three new business units: regulatory services, retail markets and wholesale and institutional markets.
