Transport department report calls for end of liability scares

Department for Transport advisers have called for a “snow code” so that snow-hit householders can clear the pavement outside their homes without fear of being sued, the Telegraph reports.

According to the report, written by a team headed by David Quarmby, chairman of the RAC Foundation, property owners would only face legal action if someone was injured if it could be proved that they had been negligent.

Somebody who shovelled snow away would not be at risk. But a householder who used hot water could be sued if their action resulted in dangerous black ice forming on the pavement.

The 2025 Insurance Times Awards took place on the evening of Wednesday 3rd December in the iconic Great Room of London’s Grosvenor House.
