Toby Foster, chief executive Marsh UK retail, was met with hostility when he suggested that some smaller brokers are still using hidden commissions to make a profit at the CII conference this morning.

"We continually shoot ourselves in the foot," he said, "because of the reluctance of all brokers to disclose commissions."

Foster's suggestion hit a raw nerve with delegates who accused him of "finger pointing".

During the question and answer session, one delegate questioned Foster's authority to give advice on enhancing industry reputation to the broking community.

The delegate was supported by the audience when he suggested that Marsh had dragged industry reputation down by allowing bid rigging to take place in its US office.

Foster defended his position: "I have experienced life close to the edge during the last 12 months," he said. "Based on my experience the lesson I have learnt is that transparency is critical."
