I'm struggling to understand why the insurance industry is expected to act as a quasi-charity and generously offer "affordable" cover on properties which have suffered regular losses because of inadequate flood defences, or which have been built in known flood plains. If the government isn't prepared to fund proper defences, or curtail inadvisable development, then why should insurers not be selective in writing business in high risk areas ? Other countries have government- backed flood insurance schemes for those who cannot buy in the conventional market.
