Insurance brokers are still struggling with the implications of the Working Time Regulations and other recent employment legislation, according to Manchester-based employment law specialist Peninsula.

The firm runs a special advice hotline for businesses, and has recorded 3800 calls from brokers in the twelve months since the Regulations came into effect last October.

Brokers had queries on their own account as employers, or over concern that the Regulations and other legislation would lead to an increased volume of claims on employers liability policies.

One in four calls related to disciplinary procedures. Peninsula's senior employment law specialist Mike Huss commented: "It's always the biggest problem, because it's the door opener to employment tribunals, which are a big concern for brokers".

Peninsula reports that there have been 56,000 applications to employment tribunals in the past year, a record 12 month total which it says is linked to the arrival of Working Time Regulations.
