The ABI has welcomed proposals from the Health and Safety Executive (HSE), which tighten the rules governing the use of climbing frames on tower cranes.

The new rules were announced last week by the HSE in response to the death of three crane erectors at Canary Wharf in May 2000.

The rules require that the policyholders, or contractors, should carry out detailed risk assessments of the cranes.

Speaking to Insurancetimes.co.uk the ABI's Malcolm Tarling warned that the onus of the new rules would most likely be with the policyholder. He said: "The insurer will have to carry out improved risk assessment, but the policyholders will have to abide by the new standards during their working practices."

But he added: "The ABI would welcome any move which improves the health and safety records of policyholders. The new rules should help insurers to improve their risk assessment procedures."
