Barton, who quit Lloyd's managing agency Faraday 18 months ago after a clash of management styles, will be chief executive of the new company, the report said.
Former Xchanging Ins-Sure Services managing director Benjamin will take the role of chief operating officer at Oxygen.
Barton said Oxygen would consider placing risks such as cover for yachts, employers' liability and professional indemnity.
