Biba has signed Steve White and Branko Bjelobaba to replace regulation specialist Chris Arter, who announced his departure in December.
White joins Biba from the Association of Policy, Technical of the FSA's High Street Firms Division, while Bjelobaba moves from the role of policy manager at GISC to take up the post.
Arter was Biba's FSA consultant and chaired its regulation working party.
