Concerns have been raised that the GISC's new consultation document may increase the cost of insurance without delivering a commensurate safety network to consumers.

Stuart Cliff, chief executive of the National Association of Insurance Customers, said: "Every thing in the consultation document is prudential. Our worry would be that it is 98% about avoiding mistakes. But what happens if there is a mistake – how is that dealt with? Also, there is a cost bearing. We are not sure it is going to be cost effective from the customers' point of view."

At recent GISC roadshows, chief executive Chris Woodburn has admitted that dialogue with consumers now needs to become a priority for the council.
