The government unveiled its 2008 agenda in the Queen's speech on Tuesday.

This included a Climate Change Bill, setting targets for the reduction of carbon dioxide emissions, and an Energy Bill to encourage private investment in nuclear power stations and offshore gas supply.

The Queen's speech also included a Planning Reform Bill to streamline the planning system and a Housing Bill to set out exactly how the government will build three million new homes by 2020.

Stephen Haddrill, director general of the ABI, said the Climate Change Bill must address the consequences, not just the causes, of climate change.
