The full force of the Human Rights Act in Scotland has yet to be felt, a senior claims manager for Zurich Municipal has warned.

Jeff Pickering told a Scottish gathering

of public finance experts that the Human Rights Act was similar to a smouldering volcano – having much activity bubbling under the surface and with the potential to erupt.

He went on to warn public bodies not to be lulled into a false sense of security over the act: “The absence of a flood of judgments to date should not lead to complacency.

“Public sector organisations need to keep their procedures and actions under constant review,” he added.
