Reforms will include tougher rules around whiplash medical forms

Ken Clarke

Justice secretary Kenneth Clarke and transport secretary Justine Greening will unveil whiplash reforms this week, including making it harder for claimants to get doctors’ certificates, according to the Sunday Times.

Clarke and Greening will make the announcement on Wednesday at a second insurance summit.

Clarke’s other reforms will make it easier for genuine personal injury claims to be handled in small claims courts.

Clarke said: “It is scandalous that we have a system where it is cheaper for insurers to settle a spurious whiplash claim out of court than defend it, creating rocketing insurance premiums for young drivers.

“Our commonsense reforms will put a stop to this. We will weed out fraudulent claims by tackling questionable medical evidence.”

The 2025 Insurance Times Awards took place on the evening of Wednesday 3rd December in the iconic Great Room of London’s Grosvenor House.

Hosted by comedian and actor Tom Allen, 34 Gold, 23 Silver and 22 Bronze awards were handed out across an amazing 34 categories recognising brilliance and innovation right across the breadth of UK general insurance.
