’I look forward to working with the board, leadership team, insurers, government and partners to help deliver Flood Re’s mission,’ says appointee
Flood Re has appointed Simon Green as its new chair, succeeding Bridget Rosewell CBE.

Green, who currently serves as Flood Re’s senior independent director, takes on the role with more than 25 years of experience spanning financial services, regulation and corporate governance.
His career includes senior positions at the FCA, the Financial Services Authority (FSA) and the Bank of England. He also currently serves as a non-executive director within the insurance sector.
The appointment comes as Flood Re continues to broaden its focus beyond insurance affordability and towards improving long-term flood resilience across the UK.
Green, who made an appearance at the House of Commons for Flood Re’s BeFloodReady event yesterday (13 October 2026), said: “Over the past few years, I have seen first-hand the important difference the organisation makes to households across the UK.
“Flood Re has achieved a great deal since its establishment, but there remains much more to do as we strengthen the nation’s resilience to flooding. I look forward to working with the board, leadership team, insurers, government and partners to help deliver Flood Re’s mission and support the long-term transition to a more flood-resilient future.”
Building on progress
Rosewell announced in July 2026 that she would step down after overseeing a significant period of development for the flood reinsurance scheme.

During Rosewell’s tenure, Flood Re expanded its activities beyond its original remit, including greater engagement with government, insurers and resilience initiatives.
Perry Thomas, chief executive at Flood Re, said: “On behalf of everyone at Flood Re, I would like to thank Rosewell for her outstanding leadership and contribution.
”She has played a pivotal role in shaping Flood Re’s success and helping position the organisation for the future. We are extremely grateful for her dedication and wish her every success.”
He added: “As we look to the future, including the development of BeFloodReady and our wider ambition to help people become more resilient to flooding, Green’s leadership and existing knowledge of Flood Re will be invaluable.”

His career began in 2019, when he joined a local north London newspaper after graduating from the University of Sheffield with a first-class honours degree in journalism.
He took up the position of deputy news editor at Insurance Times in March 2023, before being promoted to his current role in May 2024.View full Profile
