Ron Sandler and Sian Fisher will run new intermediary Oxygen, which will operate both agency and broking activities in the London market.

In return for their support Sandler and Fisher will receive an equity stake in the business, which plans to exploit opportunities emerging from market reform.

Oxygen has deliberately aligned the delivery of superior client service with the remuneration of employees.

Fisher quit as managing director of Hiscox Insurance Company last year to take time out for herself. She returns to the industry in an active role developing the UK specialist agency business as part of her role as head of agency operations.

Former Lloyd's chief executive Ron Sandler has been appointed Oxygen's non-executive chairman.
He welcomed the opportunity to work with the new intermediary:

"The vitality of the London insurance market rests upon its well-proven ability to spawn innovative, entrepreneurial new business. Oxygen is a classic example of this. I am delighted to be associated with Oxygen, both as non-executive chairman and as an investor."

Chief executive Nigel Barton said: "We have created a business that attracts entrepreneurial and high-achieving staff who are prepared to challenge the way things have been done in the past.

"We are negotiating with further broking and expect the long-term mix of our business to reflect a balance between the two."

The company's non-executive board of directors is made up of senior figures from the broking industry, including former Nelson Hurst group managing director Robert Alford and former CE Heath chairman Michael Kier.
