Men still dominate top insurance management positions, claiming over 60% of positions, according to recruitment consultancy Alexander Lloyd.
Despite gender equality being achieved across the economy, the report found over a third of women in the insurance industry feel senior roles are unattainable.
The insurance industry performs poorly compared with accountancy where women fill nearly half of senior positions.
Managing Director Karen Cole said: "The opportunity to progress to senior positions is greater within accountancy than it is in the insurance environment."
In addition, more women 'drift' into the insurance industry than accountancy. Less than a third joined the industry because of its career prospects, the report said.
