The Claims Standards Association (CSA) has met major insurers to discuss improving regulation and standards in the claims sector.
It is understood that Norwich Union, Royal & SunAlliance, Zurich and AXA were among the insurers involved in discussions.
Following the consultations, the CSA has developed three models of how the claims sector could be made more efficient and ethical.
The models will now be presented to insurers, the ABI, claims management companies and solicitors for feedback.
A CSA spokesman said: "Why should the claims process take 18 months when it could take three months? We are also looking at the whether we even need a legal process."
