The Association of British Insurers (ABI) launched its "Insurance with Rent"scheme good practice guide for local authorities on October 9.
The ABI said half of all UK households in the lowest income bracket did not have home contents insurance and the scheme ensured "those most exposed can be protected by insurance".
Under the scheme, tenants buy affordable contents insurance at the same time as making rent payments.
